baby, heating, who is right?

Current temperature of downstairs is 16 degrees. Dh adamant heating doesn’t need to go on as it’s only September. We have a one year old… I think it should be on?

I turned our thermostat up to 15 today and the heating kicked straight in. No idea how cold it was in the house but it’s 14 degrees outside. I left it on 15 because I’m freezing, even with an extra pair of thermal socks on and a fleece jumper.
