Is it normal for dirty nappies not to be changed for straight away at nursery?

My little boy, nearly 11 months old, has just started nursery and is settling in really well. So far he's been 4 times, plus three short settling in sessions. Out of the 4 paid nursery sessions he's been to so far, he's twice come home in a pooey nappy. The first time it was quite fresh so I decided to let it go as a one off - I wasn't 100% sure he hadn't done it on the way home - however today he'd obviously been in it for a while and is now sore :-( I'm planning to speak to the nursery, but just wanted to gauge first whether this is to be expected as they have many babies to care for...or is it not good enough? My older two didn't attend nursery while in nappies so I'm not sure

Not at all normal. We would changed nappies every 3-4 hours and chart who had been changed, the time and how saturated the nappy was. If a child had soiled they would be changed as soon as possible (almost immediately after the culprit of the smell was found.)

Dirty nappies would have been changed immediately in settings I have worked in. It is neglectful to put a child at risk of nappy rash in my opinion.

For children under two the ratio is one member of staff to three children, maximum, and staff would need to be pretty closely interacting with the children most of the time since many of them won't be walking yet and they should be down on the ground doing activities and talking to them. So I'd be surprised if poo nappies weren't being noticed pretty quickly by the smell. Definitely one to raise with the room leader/manager.
