To report guy with dogs?

2 huge dogs. Not allowed inside house. In metal cages, stacked ontop of each other.

Never go inside (religious reasons I think?)

I only moved here 8 weeks ago but they bark constantly. And howl. Howl like huskies.

Last night I was woken up four or 5 times by them barking.

I don't think RSPCA will care as they have shelter/food/water.

But WIBU to try them? And maybe report to council for noise disturbance because it really is all hours of the day and night 😩

He must keep them outside in winter too? :(

Please try reporting to RSPCA because it doesn't sound like they have decent shelter. Perhaps also other charities but RSPCA are the only ones that can go in and take the animals. It's really good you're looking out for the dogs it doesn't sound like there's any kind of quality of life for the them :(

The RSPCA are the only ones who can do anything about the dogs living conditions and they set a very low bar so you are right they probably won't do anything. You can try the council for a noise complaint. Do they rent or own? If they rent the landlord or housing association might be worth a go as well.

I don't know if he rents or owns. I only found out the address today as someone else posted about it on local FB page and she told me which house it was and sent photos she had taken. I could only hear them (alot of house with small gardens in close proximity)

They must be let out of cages as they are in photo.

He does walk them, one at at time. You know when they're being walked as one left being howl's non stop till other one returns.

Yeah if you could all get together and report it, it might make the RSPCA more likely to act

I doubt the RSPCA will be interested, as pp said, their bar is set very low. All and animal needs apparently is food, water and shelter.

However, the noise level is a different matter and you should definitely complain to your local council about it.

It would also make a stronger case if other people nearby also complain about the noise.

If they’re in metals cages in this weather then I would have thought the RSPCA would care.

I would ring 101 and report noise disturbance and report to council just to start having it on record as it might take a while. I was driven mad for over a year by the guy in next door flat whose dogs would bark a lot and wake me up during the night like you - flat was filthy and stinky but like people said RSPCA wouldn't do anything as the dogs were fed and walked and the council were awful and very slow to take any action but the 101 reports really helped evidence it to the council
