Can anyone access your balcony without warning?

Silly question I know.

I rent from local authority, my flat has a balcony which is solely accessible by me from my flat, and runs the length of my flat. From my balcony you can see into every room including my bedroom.

One day I woke up to find scaffolds erecting scaffold on my balcony. They weren't looking in, but I was in bed, with my balcony door open. Fully expecting privacy. For context I'm a few floors up, not once in my many years of living there have I had anyone on my balcony. I am also not overlooked by anyone, with my flat enjoying complete privacy with only trees for company.

I complained to my landlord who completely poo poohed me and said they don't normally ask for permission as waiting for a response would hold up work.

Now I wasn't expecting them to need my permission, a simple heads up would have sufficed.

AIBU to escalate my complaint and ask them what the fuck they are on?

I would expect notice of work.
Surely this is coveted by right to quiet enjoyment?

I think they are in the wrong of they were actually on your balcony, it is part of your home.

What does your tenancy agreement say?

Yes, they were on my balcony. Moving my plant pots to position their scaffold poles. I had to gingerly get out of bed, find my dressing gown whilst maintaining some dignity and ask them what they were doing.
It's my balcony, no one else has access. It's attached to my flat, separated from next doors etc.

No notice of work given.
That day I emailed the repairs people asking about the work, and received no response.
They came and removed the scaffolding without warning too a few months later.

They don't need to ask permission but they should give you notice

I live in a flat (only recently) and scaffolding appeared outside my teen daughters bedroom one day. It’s been here 6 months and no-one has used it. Landlord said they have to write to give notice - he was going to email them on my behalf

Of course they have to give notice. I would put in a formal complaint.

I would be furious - especially if I was in a state of undress - which I frequently am 😳. Just a heads up would suffice.

When my home needed scaffolding up to repair the tiles I had plenty of notice. And I don't have a balcony or anything. That's awful op.
