Next door and their new puppy

My next door neighbours have got a new puppy.

They have a ten year old dog who barks over seemingly nothing and when I first moved in they did nothing to shut it up. It has an incredibly loud and high-pitched bark which sets off my anxiety. Could be for 20 minutes, for 45 minutes, all with them in the house and doing nothing to shut it up. This would be both in the garden and the house, but the walls are also thin (so much so I can hear them preparing food), so when the dog barks in the house, it sounds like the dog is in my house! The barking has spoiled many a lunch/dinner with friends.

They both work so are out of the house for 8+ hours a day and the dog has barked non-stop during that time, including the time she went on nights.

I have been round to speak to them three times now and each time they minimise the noise for a few months, but inevitably, it starts up again. The dog just hasn't been trained ever and has severe separation anxiety. They are also very apologetic when the barking happens, but say that it's just what dogs do. I've had to get narky with them and tell them that it's their dog, their responsibility to keep it quiet.

I think the saddest thing is that the dog has severe separation anxiety but is left 8 hours a day whilst the owners have to go to work. Poor dog

YANBU personally I find quite irresponsible that they got a new puppy but maybe the new puppy might keep older dog company? I’m not sure if it works like that as I do not have a dog
