To think he should pay me back…

DP & I don’t live together and don’t share finances.

Day to day, we will happily buy each other’s bits the other needs (milk, bread, etc) without feeling the need to pay the other back.

Recently, I purchased a higher value item (£300ish) on his behalf as he saw it on special offer but didn’t have his card on him there and then - we hadn’t gone out intended to look for / buy this item.

He gave me half the amount back in cash as soon as we got back and said he’d sort the rest ASAP

It’s now a few weeks later, and DP hasn’t offered the rest of the money. He has bought himself some new tools, which he used to complete a job at my house for me.

Do I ask him for the money, or should I let it go seeing as he bought the tools?

How much were the tools and how long did the job take? I would base the answer on that.

Put it this way. If he had had his card on him and bought the item would he have asked you for half at that time? I seriously doubt it. Ask him to pay you back.
