To think nuisance neighbour has me over a barrel

I have a neighbour I’m at my wits end with - about twice a month they go on a 4/5 day bender and they like to sit in their front garden to sing (loudly), shout, argue with their partner and play ridiculously loud music. It’s usually only during daylight hours but it means anywhere from 8am to 10pm there’s constant noise and I dread leaving my house on the days he’s out there because he comes over to try and hug me, dance with me or try and involve me in his fights with his wife.

I’m aware that some noise is to be expected living near other people and that’s fine, but this is beyond a joke. But I feel like there’s nothing I can do, it’s not really a police matter but if I report it to the council I’ll then have to declare it if I sell my house (I feel like selling the house will be difficult enough with them next door).

AIBU to wonder why there’s not a better system in place for dealing with people who are so rude and anti social - I literally can’t win, I don’t feel safe taking this up with him directly and anything official is only going to affect me in the long run. What would you do in this position?

You could call 101 and ask police to do a welfare check as he sounds mentally unstable and/or it’s a domestic abuse situation. You have to report a dispute with neighbours or if they are a nuisance/noisy but not if you’re doing welfare calls out of concern for them.

How much trying to hug you, get you to dance etc is he doing? Persistently bothering you (touching you?) sounds like harassment to me and I absolutely would call the police on someone who doesn’t take the first “no” to hugs etc as a final and forever “no”.
