To expect school nursery to plan more activities?

So my daughter started a school nursery and has been settling in. I was invited to a stay and play session with her for an hour so i got to see a snippet. Then have also popped in to settle her briefly on other days. The nursery doesn't have activities set out on tables, the children just seem to walk around finding toys to play with. Outside there is a sand pit, small climbing frame and a few tricycles. The staff don't really engage in activities with the kids, more a supervising role while they get on with playing. I know they do a brief carpet time in the morning. Aibu to expect a bit more in terms of interaction with the kids and more planned activities on offer such as playdough, water table, crafts, etc? I visit a lot of early years settings as part of my job and i have to say I'm disappointed with what I've seen. I have other children who went to a different school nursery that seemed more like what I would expect from a nursery. Or maybe I'm being unreasonably unfair not knowing what really goes on in the 3 hours as I've only been in briefly. Also does it matter the kids are 3 and 4 they just want to play? anyone worked or have experience of school nursery and what the set up should look like? Thanks.

I expect all places will have different ways of doing things, if you're not happy find a different provider. Personally I'd probably give it more than 3 hours before I made any judgments.
