Neighbour brings home commercial waste

My neighbour had a damp proof company and brings home rubble in bags and leaves them by the side of his house. He will eventually hire a skip and load all the rubbish.

He's not a direct neighbour but annoys me.

Should I be annoyed?

I'd be approaching the council .

To those that say that it doesn't affect them or it's not their problem... it's everyone's problem.

People shouldn't be allowed to get away with this sort of thing.
If no one cares then let's look forward to living in a rubbish tip.

People need to abide by rules .

I'd be concerned if it were going to be a continual process eg bags stored, skip to take bags, then more bags stored and another skip ad infinitum. It sounds as if his business isn't making enough money to have a proper storage space. However, if he's not a direct neighbour, it's not blocking your road and it's not asbestos then you shouldn't be so annoyed. Presumably what he's bringing home is just old plaster board and rubble? Why don't you have a word with him?

Not sure why you think he's losing money. It's a way for him to avoid paying commercial rates for waste. His customers won't have any idea.

No you shouldn’t be annoyed. I did this when I was a landscape gardener and my neighbour who was a bucket constantly had a skip in his garden for his builders waste . It’s hard enough to earn good money, why make it harder for people

Every time I read a thread like this, I feel a little burst of relief that I live in a community with a restricted covenant. Our board would take care of this quickly.

you should call the council. Accumulated trash, even clean trash, provides hiding spaces for vermin.

@hexagon123 it is breaking the law. All waste as a result of commercial activity is business waste and it's illegal to bring to a residential site to store before disposal.

Maybe he's testing out his own damp proof company, by piling up things against his house. It's annoying having an eyesore but ultimately up to him - odds are he'll move it soon anyway.

I'm not an expert but this question interested me so I looked up info on commercial waste.

He has a duty legally to keep the waste secure until it is uplifted ie in properly closed bags/containers which can't be interfered with and from which the waste cannot escape. This is particularly relevant if the waste contains hazardous materials - and some damp proofing materials may be toxic/hazardous.

So it would not be unreasonable for you to contact your local council if you are bothered by it.

I would worry that there was potentially something toxic or something that could pollute the water table in the waste, he should be having it disposed of properly.

Well you have to pay a bomb to have commercial waste removed from a business premises so this is probably why he's doing it. It's not ideal but small businesses are crippled with all sorts of rates and taxes at the moment I don't blame him.

Thing is.... if your neighbour was messy and leaving stuff in their front garden, as well as disrepair etc, you would be annoyed. The slip makes driving and visibility on the street lowered.... as just after a corner.

Our next door neighbour is two years into his ‘6 week’ renovation project and his front garden is littered with bits of rubble, sections of plasterboard, general detritus and is pisses me right off having to look at it and walk past it every day. So I’d say YANBU to find it annoying but unless he is breaking rules about storing waste not much you can do. I’m planting fast growing shrubs along the boundary but they are not fast growing enough for my liking!

My local Council has no policy about building spoils, if you are worried about it attracting vermin, or that rain might wash out unwanted chemicals that could cause a health hazard, you might be able to get them involved, but I think it might be difficult.

FWIW, People who treat their front gardens as tips and leave rubbish there for months do annoy me, but I just practice tolerance and try to ignore it…

I wouldn't like it particularly if it was happening regularly but as long as the bags are stored on his property not much you can do. Unless of course you feel this warrants running a business from home. It might if he's permanently storing rubbish and hiring skips. I don't know the 'rules' on 'rubble' disposal but I'd hope there's nothing dangerous like asbestos there
