Leaseholder charges - how is this fair?

Housing association block with 20 flats. 15 council tenants and 5 leaseholders

The window frames are leaking, or close to leaking, in all flats, and need replacing - it is a big job very expensive, and coming at the wrong time , but there are ways and means of dealing with that, payment plans and so forth

But how is this fair?

Wouldn't you expect, 20 flats have the work done, cost is divided by 20, each leaseholder pays 1/20 and the council pays the rest?

NO!

The work is being done on 15 flats, the council-tenant occupied flats only, the cost is being divided by 20, and each leaseholder is expected to foot 1/20 of the bill!

Surely the housing association either gets all the flats fixed, or, if leaving the leaseholder flats out, doesnt charge the leaseholders for any of the work!

How can they have it both ways?

There's nothing fair about Leasehold and the sooner it's abolished the better .

Yep this is standard practice for leasehold blocks I’m afraid - bloody annoying!!

Read the leasehold very carefully, and consult a solicitor.
leaseholders and management companies WILL try to cheat you out of money

That’s why they call it fleece-hold I’m afraid. In the short term I doubt there’s a lot you can do, in the longer term can you look to move somewhere else that’s freehold?
