To have had no sleep because neighbour tumble drying above me all night

I am absolutely shattered, third night of no sleep this week. They have been asked to curb the night time noise repeatedly. This has just spurred them on.
He works away a lot (his flat) moved his ex and grown kids in. There is no noise when he is back. When away it sounds like Riverdance in clogs
I now have to say it IS very deliberate. She tried to physically intimidate me and dumped animal waste at my door and continues to bang and stomp in the night, last night was the rumbling of a tumble dryer with intermittent clomping to and from it to reload in what is a bedroom above mine, by 3am I had to get up to get away from it, went back to bed and stomping got louder, gave in and got up at 6.40
They have no flooring or carpet or rugs , just bare boards ( I am not judging but he has a VERY high paid job and they all work)
The housing are asking for a meeting this week but I doubt they will entertain it
Any tips for staying sane through the enforced lack of sleep? and murderous thoughts

Been there and it's tough because even though what you've got sounds malicious, it's ordinary domestic noise. So you can't get far with a noise complaint. I rearranged my rooms so that I could be in a room that was quieter. Above you, is there a room that someone is sleeping in that is a bit quieter? I appreciate the sound may travel through your whole flat but it will be better than doing nothing.
