I wouldn't be so sure that she doesn't secretly fancy him. It looks like there is sexual chemistry, doesn't mean she consciously will choose to act on it or consciously welcomes it. Our bodies can be weird and irrational when it comes to attraction.
Her dress sense is sort of goth, punk, retro. Massive stereotype are that these subcultures tend to like darker fiction and rom fic where enemies become lovers so I don't think it's that impossible they secretly fancy each other. It's a classic film plot and it does actually happen in life sometimes, too. Luckily most of us can control our impulses.
@User123456713 I see how you're twisting my words here and I don't appreciate it. I don't think a woman getting raped or stalked is ever her fault for her dress sense. That's never on the woman. I do think that what you wear impacts others perception of you. How others act towards you ie sexually harass you is totally on them irrespective of the woman's clothes or lack of. People can and do have thoughts and make judgments based on looks, absolutely. You might not but most people do. She should dress more professionally and tone her look way down. Society absolutely judges us by our image and that includes what we wear. There are industries built precisely on this.
