So pissed off with child's swimming lessons

My dc2 age 9 has been in group swimming lessons 18 months & has been on level 2 over a year. He has been at 88% progress only needing to pass one more stage to move up. He's been at tbis percentage for the oast 3 montgs! I went today to watch & ususl teacher missing. The group lessons are 12 pounds for 30 mins, the instructor started 5 minutes late. The area my son needs to pass wasn't covered. I am blue in the face from asking them to asses him to go to level 3. I said to the receptionist before class & she said oh can't be assessed today as usual teacher will only do assessments... New teacher had no interest just stood on side watching. I sent a very pissed off email demanding to know why we are paying 120 quid for a 10 week term & my child hasn't been assessed since sept 1st! Aibu to be ripping?!!! Today's lesson was a complete waste of time & money, teacher was hopeless.. Other teacher is misding more than is there. Dc1 age 10 progressing nicely in level 4 in same pool... The manager is going to call me tomorrow, any advice appreciated!

Thanks everyone for the replies. The leisure centre manager rang me this afternoon & was lovely, very understanding. She saw dd was 88% complete & also the skill missing hasn't been covered since sept 27th & agreed to move her to level 3 with a different teacher focusing on getting that skill covered, apparently it overlaps in level 3 anyway. She also credited yesterday's class. I can't swim & have had had near misses over the years so happy to pay for classes as long as thy are getting the tuition I'm paying for. Enquired about 1 to 1 lessons & the waiting lists are ridiculously long. Happy with a positive outcome though..!

Huge age gap between 2 eldest and youngest. First thing I said was " we are not doing feckin swimming lessons at the leisure centre"! The cost, the miniscule amount of time learning, the unfathomable booking system, the need to have an annual pass, the heat, the people blocking the changing rooms.
Dd3 had private lessons for 45 minutes every other week for 18 month. Started at 7 and a half as a non swimmer. 18 months later she could do 800 metres. Best money I have ever spent.

One thing I recall was a mum telling me years ago that she during the summer holidays she block booked private lessons 5 days a week for 5 weeks at 9am every morning to crack the swimming as it was too busy work wise during the school year.
She said the leisure centre wasn't so busy and it was worth every penny as it sorted the issue for her.
