Does this need planning permission?

I think my neighbour is housing association and not a home owner (I am also housing association tenant) but I am not 100% sure. I did look on zoopla and the house has never been listed as bought or sold. They have a decent sized garden.

they have various, very ugly, badly built chipboard and tarpaulin roof type structures erected in their garden. I’m not sure if they are sheds, maybe. I’ve never taken much notice apart from to think they look badly built.

But now they have built a much taller structure that is at least 8-9ft high (higher than the 6ft fence) and has UPVC doors and windows in it. It’s still made out of what looks like cheap wood and is super ugly but now I am worrying that they might be submitting or planning to let someone live in the monstrosity.

I don’t know the rules. It doesn’t look very safe, it has no foundations and you can’t just go around building 9ft high structures in your garden can you? Or is this ‘summer house’ territory? Maybe it’s for a teen to sleep. AIBU to report it to the council and let them deal with it?

It says 3m but I can’t measure this thing it’s in someone else’s garden

Planning requirements can be based on several things - height, proximity to boundary, size relative to remaining garden, Conservation area, Permitted Development rights, any previous extensions etc. Even if it did not need Pp, Buildings Regulations may apply. Start by looking up the address on your local council online planning system to see if anything has been applied for.
