to report neighbour's bin store?

My house is end terrace and next door's front garden shares a fence with our back boundary. I don't know who the fence belongs to. Next door has been a state for years but they've started smartening it up a bit recently and have made their front garden into a drive (ignoring the fact they don't have a dropped kerb but never mind). All fine except they've now built a whopping great bin store up against the shared boundary which is essentially a massive, stable, platform for would-be-burglars to climb up onto and hop into our garden!

Given my previous house not far from here was end terrace and we were burgled using exactly this route in - standing on bins to get over the fence, and then obviously in through a door - I'm feeling extremely stressed about this. DP - who is normally a massive curtain twitching complaint lodger (whereas I'm normally live and let live) is being infuriatingly calm about it and says there's nothing we can do and that I'm being ridiculous.

Technically it's an illegal construction unless they have planning permission (no way they do given they made a driveway without a dropped kerb) as it's in the front garden, so I could complain to the council. Would that be unreasonable? So as not to drip feed, they have form for this themselves as they previously complained to the council about DP making excessive DIY noise in the garden which upset him so much he's barely picked up a tool since. If they'd just come and knocked on the door he'd have packed it in happily.

I could go and knock on their door but I can't see them taking it down as it won't have been cheap to build and then if I complain to the council they'll know it was me (yes, they probably will anyway but still). What can I do so I don't fall out with the neighbours but also so I can sleep at night??

I assume you have no gate, path or other means of access to your own home?

You'd be ludicrous to report on the basis of someone potentially jumping a fence 😂

Passthegin99 · 29/09/2022 09:34

No other access to the back garden that someone could easily get over like that, no

I’m pretty sure if someone wanted to burgle your home, they wouldn’t be standing scratching their heads about how to hop over your fence unless there was a bin shed there.

anotherdayanotherpathlesstravelled · 29/09/2022 09:36

I don't see the problem really - a burglar would just stand on the bin itself to jump your fence if the bin store wasn't there and the bin store looks better

LydiaBennetsUglyBonnet · 29/09/2022 09:36

Also are you 100% sure you need planning permission for something so tiny? I’m not a planning expert but we built a whole conservatory without needing permission!

Passthegin99 · 29/09/2022 09:37

yes you 100% need planning if it's in front of the front wall of your house

PolkaDotMankini · 29/09/2022 09:38

YABU. You don't need planning permission for a bin store 😂Of you're that bothered about someone accessing your garden then plant prickly bushes and lay down a nice layer of gravel.

ThreeblackCats · 29/09/2022 09:38

It’s a shed, not “an illegal construction” they would not require planning permission for it, bearing in mind you can add an extension to your home without planning permission if it’s less than 10% of the footprint of your original building.

Make sure you have good locks, decent windows, strong doors, maybe a motion sensor operated outdoor light and some security cameras. You could paint some anti vandal paint on your side if your fence or pop some barbed/razor wire there, even ask the local police to call around and offer advice. You can’t expect your neighbours to remove their bin shed.

What a tiny little table?! I supposed every area will be different but a quick Google states it’s only when it covers 50% of the front garden. I mean that’s not even a shed. Pretty sure she’d don’t need planning permission

^this^
and I’d be really pleased they were starting to make improvements to their property. Surely no one wants to live next to a property that isn’t taken care of? And it’s not their fault that the bin store needs to be so big, the council provide us with 3 bins and a massive paper bag, they take up so much room!

LegoFiends · 29/09/2022 09:40

It must be very different where you live in terms of regulations if you need planning for that.
You could complain about a garden table on the same basis as that could easily be moved to the fence and climbed. If you are in a very high crime area, a burglar alarm might be a good idea anyway.

ChiefPearlClutcher · 29/09/2022 09:40

You are being absolutely ridiculous.

Midnights · 29/09/2022 09:41

It's non permanent isn't it (basically a shed for bins) so surely does need PP? I've got one and never got PP for it!!

That fence is hardly high / secure / burglar proof even without the bin store there. If someone wanted to break in, they would. If you're concerned, make sure you always lock doors, get deterrents like lights and alarms etc.

hamdden12 · 29/09/2022 09:41

If they want to get in they'll find a way. Even Buckingham Palace hasn't been foolproof over the years so I'm sure burglars wouldn't find your fence difficult. The only thing you'll achieve from reporting it is a feud with your neighbours and you'll have to live with that daily.

LydiaBennetsUglyBonnet · 29/09/2022 09:41

That’s actually a really nice bin store I’m now wondering how easy it is to build 😂 as we have loads of bins in our yard for different things

This. It’s not making it easier, just replacing one thing with another similar thing for them.
I would be thankful they are taking a pride in the appearance of their outside space.

Ok, it DOES need planning - I do this for a living. Look up on planning portal if you don't believe me.

And barbed wire is totally illegal 😂

pimlicoanna · 29/09/2022 09:44

These are separate issues. Re the bin store you have no legitimate complaint.

Passthegin99 · 29/09/2022 09:44

Lol ok fine clearly I'm overreacting - but I imagine none of you have been burgled and had everything of value to you stolen or you might have a little more empathy.

You're all wrong about needing permission though!

if you are in a conservation area you do need planning for a bin store or any permanent structure.

Can you link us to something that says that a movable table in a front garden requires planning permission?

I have and they jumped over our back wall where the ginnal was. I didn’t blame the ginnal I blamed the scumbags who’d have found one way or another

GasPanic · 29/09/2022 09:46

That fence looks like it would collapse anyway if someone climbed on it.

HappyHamsters · 29/09/2022 09:46

Its better than having smelly bins. It looks a bit like a log or bike store. Why would it need pp. I think trying to jump over that fence would cause serious injury to someone.
