To assume my call was declined?

If you ring a mobile, and it goes to message after one or two rings, the recipient has declined the call, am I right? There's no way anyone's voicemail system is set up that way?

I think that way paranoia lies! There are lots of reasons why someone can't answer the phone e.g. they're on the toilet, they're driving, they are at work, they are talking to someone else or it's just not convenient.

I never decline a call for that reason! I just turn it to silent and let it ring out.

but then it will be on their missed calls list, which it won't be if it's a particularly weird set up for voice mail?

Could do that if it's turned off or on DND.

I was avoiding someone recently and set my phone to DND (so they couldn't try and contact me via any social media as well as calls). Got my husband to test it was working and I think it rang once or twice on his end before going to voicemail. My phone did nothing when he tried to call it so I wouldn't have known (had I not been sitting next to him).

If you've set your phone to DND it'll ring once or twice before automatically going to voicemail.

OP, it might be helpful if you actually explain either why you think someone is declining your calls, or the tech involved; just one or the other. Despite the wisdom of Mumsnet, I doubt anyone can guarantee the exact situation of what will happen for every single phone that’s available (there are hundreds) on every single carrier (which could lead to millions of combinations). So… you could tell us the situation, or maybe the phones involved, or even the network and the phones involved, and then maybe someone can give you exactly what you seem to be looking for? And I say that kindly; it just seems impossible that you’ll get the exact answer you want fishing for it like this. No one can tell you for sure, unless you specify, whether someone using a five-year old Huawei model on Vodafone network is going to let you hear one ring if you call it when it’s turned off. And IF it’s turned off, no, it won’t show missed calls.

But what I can tell you, about human relationships, is that it’s not a great idea to accuse someone of declining your calls. Either they are, with good reason, and you’ll look ridiculous. Or they are with no good reason besides not wanting to speak to you, and what good does it do you to accuse them? They just don’t want to talk to you. Or they aren’t, and it’ll cause a world of bad feeling.

Out signal is crap in the house. I'll often get voicemails that pop up but my phone hasn't rang. Could be that?

No definitely not. It rings once or twice if you've been blocked, if there's bad signal and if the phone is on DND.

We have no signal at all at home (we’ll, if you stand in one place on the landing we do). My missed calls then turn up at random when I’m out and about (or not at all) as does my voicemail. I assume it’s because when someone can’t get through it just stacks up in the ether somewhere…we still have a landline for this reason but cannot seem to persuade people to use it.

I have a Samsung A70 on Vodaphone.
It only rings x2 before going to voicemail (cant be altered/improved)
Drives me scatty. If waiting for an important call I end up taking phone to the loo

I regularly don't get connected to DH even when I know he has his phone. If it rings while he's using it (eg kindle) then by the time he's worked out how to pick up the call its gone, he also cuts me off by pressing the wrong button. He's hopeless with his phone.

Why don't you turn the voicemail off, is that a possibility on your phone?

Funny you mention it’s o2 as my sisters phone does this every time you ring her. She doesn’t receive the call! If you ring back a second time it goes through as normal. O2 have no idea why.
