Neighbours barking dog

My neighbour has a dog that barks non-stop when neighbour is home but isn't holding the dog (yes, really!) so there's a lot of barking.

The neighbour has decided to take on a night shift which means that the dog is alone all night, despite knowing that the dog barks non stop when she's not there and it's driving me fucking insane! Last night was non stop whining, which I can just about stand and the TV drowned it out, but now the dog is barking at full volume and has been for an hour and half already. Last night it woke me up at 1am when I have to be up for 5am.

It has a loud bark and is on the other side of the thin wall so I can hear it over the TV. It hasn't stopped for a breath. I'm ashamed to say that I have shouted through frustration at the dog through the wall and banged on the wall in hope of shocking the dog in shutting up. It's bad enough that I hear the dog so much through the week, but to have to potentially hear it all night after a hard day at work is almost driving me to tears.

Neighbour and I were talking earlier but she basically said that there's nothing she can do about the dog.

YANBU at all.

People who
a) take on dogs when they don't have the time or schedule to truly look after them
b) refuse to train their dogs

OP, make no mistake - its not that there's nothing she can do about the dog, its that there's nothing she wants to do. Separation anxiety training is long and labour intensive, especially for older dogs.

She just cant be assed with the effort.

A constantly barking dog is a nuisance, also if the dog cant bear not to be held and is now alone for 8 hours out of nowhere, that is cruelty. You're well within your rights to report both matters

If she's doing night shifts, if you're around 2-3 hrs after she has come back I'd make a point of ringing her doorbell or phone if you have the number as often as you can.
See how she likes having her sleep impacted.

I really sympathise it sounds awful.
Problems with neighbours can leave you feeling miserable and edgy.
Sorry if this sounds stupid but have you tried noise cancelling headphones? Proper good quality like Sony or Bose. My partner has them and they cancel a lot of background noise.
I know it's not getting to the root of the problem but might help you get some more rest.
