Hose pipe ban, paddling pool V hot tub

We are due to come into one next week, apparently you can't fill up a paddling pool for kids to play in, but it's OK to fill up a sex pond which takes far more water - how's that fair?

Sorry missing the point but it's ok then to use a hosepipe to fill watering cans? This would make life so much easier as won't have to lug them around .

We’re currently in Cyprus which has had much less rain than the uk, has full filtered pools everywhere, sprinklers on fields and no restrictions. They also do not pay horrible prices for water.
