Been messed about twice by the same school

Through supply work. I know the head of department personally, they need someone in their department and my supply agency told me about the role, said they needed me asap. I got all my documents in, ready to start on Monday.
Then radio silence.. the agency said they had no reply from the school, then apparently the school 'weren't sure' what they needed, and it was 'complicated". I assumed they'd got somebody else instead and I found other work.
Then a week later my agency get in touch saying, "the school have come back, and asked if you can start this week?" But it was too late then, I'd already taken other work, which the agency understood.

Fast forward a month and I'm in the other work, but it's only temporary. I'm looking for September school work. The agency message earlier this week saying that the school are looking for September staff and could I start in September, I say yes.
Then again radio silence.. the agency tell me that despite confirming to the school I can start in September, they've had no reply again.
Another day passes, and I message the head of department directly as I know her. Only to be told, "Hi Irma, we don't need anyone for September. All the best!"

I haven't replied and I'm done with this person. I've been messed around twice now. Surely all supply isn't this fickle.. it may be some massive understanding but it's the head of department who deals with supply needs and who talks to the agency.
Not sure what the AIBU is but don't understand the mind of these person. I told the agency I won't be interested in this school again.

Just to be clear it was the same school/same head of dept who asked for me then suddenly changed their mind twice.

Personally I would. Ask her if it's possible to clear up the confusion as it means you're currently putting other work on the back burner because of the uncertainty regarding this post.
