When do toddlers learn to stop flailing about and hurting people?

I have a two and a half year old and a small baby. Two and a half year old just doesn't understand that they can't just throw their legs and arms around and that it hurts people when they do.

Obviously I'm always supervising / not letting the baby get in such situations where toddler can flail about and be kicked.

But it's really stressful sometimes as they do share the same space occasionally. Like on a mat on the floor or whatever it may be. Toddler just does not get it and flails around. Toddler does the same to us and kicks / thinks that's funny. Which we've been trying to nip in the bud. Toddler also throws stuff sometimes in anger and there have been near misses with baby. It's very stressful, as obviously I cannot leave them even for a moment alone.

Any advice?

DS is 4 in December and is like this every day

I think things slowly get better as they develop language skills.

My almost 10 year old and his friends regularly end up being too rough when playing so I've got no idea.
