Right to buy in wales has ended.. Or has it?

So abit controversial as I know some people are massively against the 'right to buy' council houses and I understand both sides but came across this today...
So my partners sister lives in a housing association house and I live in a council house.
She is adamant she has the right to buy her house after speaking to her housing officer recently even though R. T. B was abolished in 2019.
Ive lived in my house since 1999 and would love buy it but being a single parent havent been able to. Now Im in a better financial situation with a longterm partner but there is absolutely no way I could afford to buy a house without moving miles away... Think small village by the sea and you'll understand.
She said because she was a tenant for so many years shes retained her right to buy.
I just dont see how thats possible considering its been ended for the whole of wales for 3 years.. But now im wondering if ive missed something?
Ive tried looking for more information but no luck.

This link doesn't agree with her at all. I don't think she has the right to buy now.

They've finished right to buy for HA tenants in England but we moved in 20 years ago when it was a council house so we still have the right to buy.
Ours was a secured tenancy so the rights are passed on.

We would get a 48% discount.

It may be that?

As far as I know in Wales there were no retained rights as there were in England (as above, converted secure tenancies before a certain date retain the right to request the right to buy but it is only the right to request not an outright retain the right to buy afaik).

it is unlikely that even retained right to request would be granted given the dire situation many rural areas face; you might be lucky if you live in a property on the fringes of their area and they’d quite like to dispose of it I guess. But if say you were in one of the rather sought after seafront properties in aberdovey you’d not stand a hope in hell!

is it an English association operating in Wales leading to some confusion maybe?

No, it's been abolished. However housing associations and local authorities do have affordable housing schemes which help tenants to buy. It's using not the property they are living in though. Perhaps she's got confused with that?

Thanks for your replies. I wanted to find out if maybe id missed something and she hadn't.
Especially when ive been a council tenant a lot longer than she has.
My understanding was it was abolished for everyone so I wasn't understanding how shes been told by a housing officer she still has a retained right to buy.
Im very lucky where i live and just wish id of been able to buy before they took the right away but so many houses in my estate are now private and quite a few are air b and bs. The price of houses around me is well beyond what I would ever be able to afford.
I did say to my partner maybe shes got confused with help to buy but shes definitely saying shes been told she has right to buy.
Very odd!
