My neighbour reported me for parking on the drive without a drop kerb, hes been a nightmare since the day I moved in, but now he's bumping up the kerb outside my house and rolling back onto his drive which is damaging the kerb outside my house. Am I being unreasonable to contact my local council with the evidence of his bumping up the kerb outside my house and saying if I can't park on my drive because there no drop kerb then how can he bump up the kerb outside my house to get on his drive?

Yes it was the previous tenant that put the drive in, I had moved into the area and the other neighbours had asked if they could carry on using the hard standing and I said yes not thinking there was anything wrong with it

I guess now you do know you can ask them to move their vehicles and the issue is resolved.

You need to check things properly before saying yes - the letter you posted quotes your tenancy agreement which you have ignored.
