What to do about this bill?

About a year ago had problem with window leak. Called builder, spent about an hour, told me it was fixed. Next day it rained, leak worse than before. Got a different builder who fixed it. Never had bill from first guy, and completely forgot about it. A few months ago a bill was put through my door, no name or address on it, with a mobile number. I called it to say this bill had come to the wrong house. It turned out to be the first builder from 9 months before, but the bill was for something different. I told him it was wrong, and that I'd had to call someone else as he'd done a poor job. He hung up on me. Fast forward another 4 months, my house is up for sale, and my agent just told me a builder has called him to say there is an outstanding bill on the house and if it wasn't paid he would go to small claims.
I am furious! Firstly isn't this a breach of data protection? Secondly it seems this guy drives past my house regularly but hasn't got the decency to come and speak to me but can call someone else? Thirdly I have not had an accurate bill from him, only a wrong one some 9 months after the event, then nothing since. The agent gave me his number so I called him. He said he saw my house was for sale and didn't want the unpaid bill to hold up the sale.
I asked him to provide an accurate itemised bill, but he was implying that if I dont pay his wrong bill (about 3x what I would expect it to be), it will affect my house sale. Is this something that can happen? How do I deal with the data breach?

Ignore him. The agent isn't obliged to pass any of this on to the buyers and the builder has no charge or claim on the house that would hold up a sale. If you have builder's address I would send a cease and desist letter, stating the matter is closed and any further contact regarded as harassment and reported to police. He's just trying to bully you and there's no way he'd go to, or it'd be accepted by a small claims court. Even if he did the case would be against you, not your house. Stupid man.

Tell him to take you to small claims, it will cost him several hundred to start the process so he's extremely unlikely to do it.
