Anyone been in this situation re passport?

Posting here mainly for traffic as I'm hoping someone else has been in this situation!
My partner would like to apply for his first passport - neither of his parents have passports, although both are UK citizens by birth. All fine until it came to the required documents section. According to the website, you must provide either your mother's birth certificate or your father's birth certificate along with your parents' marriage certificate (cannot provide father's birth certificate alone). The problem is, his parents are not married (never were), and his mum doesn't have a copy of her birth certificate. I'll admit that I don't really understand the rules on getting a copy of a birth certificate as I've never had to do it, but I'm under the impression that his mum would have to go to her place of birth which she is unable to do due to disability - her place of birth is Isle of Wight if that makes a difference? I am happy to pay for a copy of her birth certificate, the problem is the journey. Anyone have any advice/know a way to get the birth certificate without the journey?

Don't you just order certificates online? Usually it costs around a tenner

Order online from gov.uk for I think £12.50. I've ordered one as a pdf today at £7.

My MIL is Scottish but lives in Australia. We just ordered a copy of her birth certificate online for my daughter's passport application. It was super easy.

Just apply for a copy of his Mother's birth certificate here www.gov.uk/order-copy-birth-death-marriage-certificate
And put on the form in the additional info box that they never married. I take it he was born after 1983 or he only needs his full birth certificate and not any of his parents documents.

You get them by post from the GRO (General Register Office). You need details of her full name when she was born and date/location (district) of birth to identify her, then you have to pay for the certificate.
