Horrendous neighbours

AIBU to wonder how bad neighbours need to be for a HA to be able to do something about them? We are both HA and they are slowly driving us to the edge of the plot.

What can I do to progress things further? I have a ring camera which captures some bits but not consistently as it relies upon being triggered.

Depends what they're doing.

All you can do is keep a diary of noise and antics and keep reporting them to HA and council.
If they take no action make a complaint about the HA taking no action to the HA, do it in writing.
When they reply back in regard to the complaint, raise it to a stage 2 complaint.
If they continue to keep closing the complaint, contact the housing ombudsman.
And all through this keep collecting diary entries and complaining about neighbours to HA.

It's my experience that the HA will do the bare minimum until the Ombudsman gets involved. Then they'll act. But only as.long as you've followed the HAs complaints procedure.

So..
Keep diary, time, date, incident, effect on you and your household.
Eg:
-12.45pm 23 march 2022 loud music and screaming. Disturbed us and made me feel anxiety -

Report 2 weeks worth to HA, HA reply something like
-Regard to noise complaint, we can take no further action-

Then something like
"Dear HA, I'd like to raise an official complaint in regard to your lack of action and the poor support your officers have given to us in this matter."
If you've a housing officer, include them by name.

They'll write back saying like
"We're sorry you feel that way. We consider case closed, of you feel we got this wrong, you can now raise to level 2."
(Something along those lines anyway.)
At this point raise it further and include every diary page of neighbour antics.
They'll then have to re look at their actions and the actions of their officers.
When they wrote back saying they've relooked and no further action etc.
Don't respond, just contact the housing ombudsman. They may tell you that you have to wait for a set amount of time since the closure of stage 2 etc. But as it's been ongoing they may help anyway.
If all else fails, contact your local MP and the Social Housing Watchdog at the government.

Hopefully, eventually, action will be taken.

Thank you, that's really helpful.

It's the standard very loud music 8-9 hours a day, people standing a meter from my window screaming threats at them through their window, oldest son assaulting girlfriend in the street. I have young children who are terrified.

Have you checked what your local council advise if you have anti-social neighbours? keep track of what they’re doing, when, how long it lasts, video, photos and sound recordings can be helpful too.

I’m in Scotland and went through the councils environmental health noise department, but the process might be different where you are. I recently had to inform the owners of a property near me I would be involving the anti-social behaviour unit. Amazingly, things changed immediately.
