Leeds Rhinos reduce capacity to 9,999

This doesn’t sit right with me but interested in other people’s thoughts.

Leeds Rhino’s capacity at the Boxing Day match reduced to 9,999 to avoid the need for covid passes (needed for events over 10,000).

Clever, right, wrong?

It just demonstrates how arbitrary it all is. 9999 people is no safer than 10000, yet completely different rules apply.
