Who is responsible tenant or landlord?

Not my situation but a friend that would like some advice.

They live in a terraced property they rent from a private landlord through an estate agent. They have lived there about a year now. No issues apart from the place being a bit filthy when they moved in and bits of mold here and there.
My friend looks after their space and keeps the home really clean.

They ended up having a bad leak in the kitchen ceiling, they notified the landlord who said someone will be around in a few days. No one came and a couple of weeks later a very large chunk ceiling/plasterboard disconnected from the floorboards above and collapsed into the kitchen.
They finally got someone around who has found the cause apparently the gutters are rotten and need replacing and there pointing issues down the supply and fit - my friend (tenant) has been presented with a quote for repairs and asked if they want to go ahead.

AIBU to think this repair is the responsibility of the landlord?
Or is it down to my friend to fix a property they already pay premium rent for and don't own?

YABU - it's your friends responsibility
YANBU - it's the landlords job

It’s up to the landlord to pay but the estate agent should be sorting this all out, that’s what they are paid to do.

I'm a landlord that would be an issue for me . It's structural . Take the quotes to the estate agent and insist that it's done asap . There is no way she should pay for this

As everyone else says, landlords job. Tell your friend not to pay anything, contact the estate agent and ask it to be fixed ASAP

I’m a landlord and it would be me. But I’d be responsible for sourcing the quotes too. I’d choose who does the work. I’m not clear from your post who sourced the quote.

The landlord sounds awful. I attend to all issues asap, a leak would have someone there within 24hrs (unless possibly over a bank hol weekend).

If the landlord is refusing to fix this, the tenants should be reporting this to the estate agent. If still no jog, the council. The ceiling is the first to go. The floorboards will be next. And goodness knows what will be happening to the electrics.

Can they move?

Was it the workman or company that came round?

Just pass it on to the EA.

If your fríend has sourced the quote she needs to pass the quote/s to the landlord and ask him what he will do to fix the ceiling.

It's also the LL job (or their agents) to source quotes

Absolutely the landlord's responsibility.

If the LL doesn't do it, your friend can contact the council's environmental health department and report it as a case of housing disrepair. They have powers to enforce LLs to carry out repairs, although in practice it rarely gets that far.

Section 11 Landlord and Tenant Act 1985. Its the LLs responsibility.
Quote goes to agents and landlord pays.

Just to clarify as it's been pointed out I didn't mention - my friend is going through the EA for everything. The EA/ the landlords sent out someone to inspect and then the EA presented my friend with a priced up quote and asked if they want to go ahead.

Landlord AND Housing Law Solicitor here. Disrepair is most definitely the responsibility of the landlord.
Tell your friend to keep reporting it and to keep evidence that she is doing so.

She is not to pay any money towards repairs and she is to let the landlord know that he/she is breaking the law by not getting the repairs done. He/she is in breach of their duty of care towards their tenant.

It's the landlord's problem - it's their property - and they have to approve the quote.

Just go back to letting agent saying this isn't my job this is the landlord's job to sort out please sort asap
