My manager won't let me do things to help...

I'll try and explain as best as I can. I started a new job two months ago working as a supervisor for a cleaning company covering around 50 retail stores. My first job in a supervisory role. I get on well with my manager, he's pretty easy going and normally just leaves me to it. I'm more hands on with the cleaners and actually visit the stores more often than him, check stock levels, complete audits, train new staff etc. My manager takes care of the payroll, recruitment, dealing with holiday queries etc. I try not to interfere although he openly admits that he's not very tech savvy and has had to ask for my help a couple of times with the laptop. I enjoy the job but I'm getting increasingly frustrated with him as he won't let me do certain things, which I believe would help and take the pressure off him a bit.

A couple of examples are- I noticed last week that we were running low on a couple of things. Mainly cleaning chemicals and PPE. I drafted an email ready to send to the operations manager who deals with the suppliers. I've spoken to her before over the phone and via email so she knows who I am. My manager rang me to discuss something else and I just mentioned about the stock levels and double checked if I was OK to send the email. He said no and told me to forward the email to him and that he'd pass it onto the operations manager himself. Confused I'd already drafted the email and it would have taken me a few seconds to send it. I have no idea if he's even sent it yet.

We are struggling to recruit for one particular store, mainly because it's a weekend role. When I first started the job he asked me to print out a job advert and ask the store staff to stick it up in the window (seriously, do people even look at window notices anymore?) I thought the majority of job adverts were posted online these days. It's been over a month since and nobody has been in touch. I've been covering the cleans for the time being. Two weeks ago I asked him if I could post an advert online via my works email with a brief description as I know all the details. I told him that I'd forward any applicants details onto him so he can make the final decision (so he knows that I'm not trying to take over). He said no and that he'd sort the advert out. It's been two weeks and he's not done it yet. It would have taken me a few minutes to post something and we might have had applicants by now...

I'm worried that he thinks that I'm trying to tell him how to do his job or even replace him, which couldn't be further from the truth. I really don't want his job, I'm just trying to help as I know that he has a 100 other things to do and normally when he saids he's going to do something (like the two examples above) he just forgets or does it weeks later. I prefer to deal with any problems straight away, find a solution and move onto the next thing but he won't let me and it's just really frustrating. He's happy to let me do all the crappy jobs that he doesn't want to do himself but nothing else. Surely I'm capable of sending an email or posting a job advert.

Supposedly there is a lot of progression with this company but how can there be when my manager doesn't even trust me to send a basic email...

Its only been 2 months. I would have sent the email to operations without asking mangered and cc him in on it. As for advert - is there an HR?

I wish I had done @Hankunamatata but was just trying to be polite by asking him first. Yes there is a HR department but they don't deal with advertising/recruitment for some reason. All managers just recruit for their area as and when needed. The company's a bit crap tbh, too many chiefs not enough indians...
