What to do about neighbour and his cars?

AIBU here? we're council houses, semi detached and generally get on with our neighbours. Earlier this year, the occupants of the house we're attached to started fixing, selling and trading cars from their drive. Lots of late night noise, being blocked in by buyers and it was like living on a garage forecourt when we live on a quiet cul de sac.
I finally broke and reported them to council who warned them no trading and it was sorted. I did ask council to go gentle as we do have to live here.
Since then we;ve had the same problem except instead of using the drive, the work, shitty old cars and miliking/selling of red diesel has moved from their drive to the scrap of land directly in front of our house.
This evening their dodgy pal parked there and blasted music so loud I couldmt hear the TV. eventually I went out to ask them to turn it down. Except it was so loud i had to yell to be heard. Neighbour apologised, I spologised for yelling. Music turned down.

Of course the music is now blaring while another shed of a car is worked on. its louder if not as loud as before and I think I've reached my limit again.
I'm pretty easy going but I do not pay ti live in a garage. Thats what it feels like again.
My AIBU is should I say something to the nice council person or not. I've tried with the neighbour, the music is so loud now I have a headache.

Report to the Council. There are all sorts of issues - noise, mending/trading cars without planning permission, presumably the land he is using is Council owned and he hasn't their permission. Red diesel is a police matter I think.

Someone has just started trading cars from the grass verge opposite my brother's and it's driving the neighbours crazy. Parking issues, noise and loads of scrap all over the place.

Surely you need a license to sell red diesel?
I would ring non urgent police op..

No licence needed but illegal to use on road vehicles.. Report to the police.

The police round here are useless. I like my windows intact so no chance of me giving evidence! I do turn ablind eye to the dodgy dealings as it doesn't affect me usually. But everyone is getting pissed off with them. It's literally right in front of our home.
I'm going to have to report again aren't I? I hate that, but I cannot live on an industrial estate.

It's actually HMRC who deal with this. They do spot checks on vehicles who use diesel to checks on red as you don't pay as much duty on red compared to white hence the lower cost per litre. They will be very interested.

Red diesel laundering (or even using it in your road car) attracts hefty fines. I'd go with that avenue.

Ah is it HMRC? I'll let them know. Red diesel is pretty common round here but I'd never use it in my car. It's rough stuff.
It's more the using it as a garage that affects our lives. Trying to get kids to bed for school and all I can hear is music and power tools. Again
I'm so so tired of it. Just one night off.

You need to report to the council every single day they are trading there. Take photos, videos and record date and time of every single car that comes. Tbh. I’d be inclined to put up a security camera and record it all and send it to the council and HMRC.

Yes report. Don't film from your house or they will see it is you who has done it.
Report to the police too - anonymously.

Keep a diary, do you have a noise meter app on your phone? Report to the council. Try and get the neighbours to report as well, the more people complaining, the more likely you are to see results

Thanks, noise diary a good idea! We have security cameras but filming them is not a good move. We have to live here and I like my windows. The neighbours the other side loathe them and I suspect have reported them more than once.
The maintenance/grass cutting guys are getting annoyed too as they can't access the area or park there anymore.
It's starting to tell in my MH as I can't relax.
