Rubble breaking underneath my window

Neighbours four doors down are remodelling their home. The parking on our street is on the road, no driveways and it's always quite busy. Came home last night to find that the builders have dumped a whole load of rubble on the road right outside my gate, rather than outside the house where the works are going on. Am now trying to work while a guy uses a machine to break up the rubble, right under my window. The pavement is also filthy so we're walking that into my front path and then home and they have also put the rubble so there's a big gap but not quite enough space to park a car between it and the disabled bay, which is frustrating when parking is already limited. Feeling a bit irritated that they didn't have it outside their own home, people often block off space if they need to put a skip there or moving vans etc. But at the same time appreciate it is a public road so they do have a right to be there.

I don't think this is legal, actually, unless they have a licence. Same with a skip. You can't put building materials on a public highway without a licence from the council.

It may differ from council to council but certainly where I live you have to have a licence and put up notices saying that particular bit of the parking bay is suspended for moving house/domestic works/materials delivery/skip etc.

I don't understand why it isn't outside their home. Well I do, for the reasons you stated, but tough. They want the work done, they need to be the ones living with the mess and noise. It will still be noisy for you if they are doing it outside their house, but not as bad as right under your window. Have you asked them to move it there?

longtompot · 24/09/2021 14:11

Oh, forgot to say I don't think they have a right to be there. They are not a car.

CuriousaboutSamphire · 24/09/2021 14:14

That's not legal. Its common, but without specific road licensed they can't just do that.

Contact your council

They should have permission for stuff to be on the road. You could report it to the council, but given that it looks like it might only be today, probably not worth it. (I looked up the rules when builders near us moved their portaloo in front of the elderly neighbour's front window.)

BlackHatHuddler · 24/09/2021 15:53

Er, it's not legal OP.

You can't just turn a bit of a public road into part of your building site.

Your local council highways department should be alerted - apart from anything, if they leave the site in a mess over the weekend it could be dangerous.

I speak from expeirence - a few years ago there was a house getting rennovated along a road i cycle along, their builders were using a cordoned off bit of road to do joinery work - i cycled straight past it and into wood overhanging into the road (they'd blocked off the cycle lane, then were taking up half a car lane too). obviously not safe. there was debris all over the road too. i was shouted at and sworn at when i pointed out the problem (having just run into the wood) - a quick call to the council had the entire lot cleared away by the time i cycled home! Wink

They probably had their van parked outside the house they are working on so had to dump the crap elsewhere.

I’d give them 24 hrs to shift it and then I’d be on to the council.

If the council either has or will give them a permit anyway and you’ve kicked up hell with the neighbours it will be for nothing and just cause bad feelings.

Hence I’d give it 24 hrs to give them every chance to clear it away. And then tell the council.

Chloemol · 24/09/2021 16:23

They will need a permit from your council to do this. Phone the council and see if they have 9ne and if they do t report and they will be fined

ThreeLittleDots · 24/09/2021 17:05

The council here is shot hot quick on this kind of nonsense - coming out within a couple of hours

Noodella18 · 24/09/2021 17:52

Ah ok, thanks for the heads up that they actually shouldn't be doing this! I popped over for a quick word with the builders and they assured me everything will be gone tomorrow morning. Although I don't have a problem with them doing some stuff on the street (the gardens are tiny here and I don't begrudge them the needing the space) I made it clear that I'm not prepared to work with that din going on right under my window and it should be outside the house they're working on. They were very apologetic and said if I needed them to down tools at any point in future for a work call then I should just ask :)
