Aibu to think she should have a contract?

Dd is starting a job as a lifeguard at a local authority pool. It's a zero hours contract, with the only time commitment being a requirement to attend monthly training (paid) to keep up her certification. She has attended one training session already and an induction session and will do her first shift in a couple of days time. Aibu to think she should have a contract by now? She's reluctant to chase it, but the hiring manager seems a bit inefficient and the HR department has been glacial throughout the whole process so it might have fallen through the cracks or may be on its way.

It’s not uncommon to get a contract on your first day.
I didn’t get a contact at one of my jobs until I had passed the 3 month probation period.
Does she have an offer of employment letter? That can suffice.

Some places may not provide a contract, just a statement of terms

A contract already exists if she has accepted the job. It can be verbal.

Written statement of particulars should be provided on or by the first day of employment though- think this is what you mean? Have a look on the gov.uk website.
