What to do about PIL Visit

We are not in UK where a tiny percentage of the population has been vaccinated. FIL is double vaccinated and MiL has had one. They want to visit, Dh and I have one dose. Dh has an underlying condition as well. We have 2 dc under 5. We are emigrating very soon in a few weeks. My family won't be seeing us as we saw them a few months ago. Pil want to visit and I'm feeling very anxious about this. Dh said he will do what's best but I can see he feels very sad if we decided they shouldn't come. I would also like them to visit, as FIL is elderly and he might not come visit us in New country which is very far away. I would hate if anything should happen, and dh and dc didn't see them. What would you do? How can we make this work?

Why risk having the visit two weeks before you emigrate? Why not sooner if there’s a few weeks left?

Just wanted to update. Dh called Pil who also offered that if we don't feel comfortable then they will understand. We then discussed about them self isolating this week and then visiting us earlier to give us time before we leave.
They said they will, and insisted on wearing masks with us etc. Basically they will do anything to see us, so we are ok with them visiting. Poor FIL was so relieved and said after he felt it may be the last time he sees us but didn't want to tell us. So we are just going to be as safe as we can. I know I did sound hysterical to some, but in my country things are bad covid wise. Less than 10% vaccinated with 1 dose, cases very high and schools have been disrupted, wfh for 18 months indefinitely and we are no where close to the situation in the UK.
