The Mayor of London has particular responsibilities - TFL, appointing a police commissioner - but he doesn't control local councils.

Temporary? I could almost understand if it was something where the vegetation would grow up over time into something non-hideous.

It is a mound of plastic grass when he is trying to cut London’s use of single use plastic. He has a voice that carry’s a lot of clout. He uses that voice to preach for a greener London.
Why has he remained silent at not only the proposal stage but the actual building of the plastic hill?

So, it will need a minimum of 138 people an hour (every single hour) from 6am-10pm, every single day, just to break even on the cost (as it's temporary).

it is awful! but it's role was to attract shoppers to Oxford Street so it may still achieve that goal... I'll certainly be off there to take a look!

It is on a very unloved and ugly roundabout whose main purpose is to allow people to cross to the other side and where day drinkers basically hang out so it's not like it has replaced anything nicer.
But it does look silly with plastic grass and the occasional tree.
