To think this should not have been approved without consultation?

I will attempt to attach a photo at the bottom but would welcome your thoughts. Would this conversion need to have taken the Neighbours privacy into account? Neighbour behind is converting their garage to a 2 story extension, the new bedroom window directly overlooking the back garden.

We were not notified in any way. Should we have been? Is there anything we can do now?

YABU: their house, they can do what they like
YANBU: they should have consulted you and your neighbours as it’s overlooking your gardens.

To think this should not have been approved without consultation?

But....dont most bedroom windows overlook someones garden ?

You need to speak or email the planning team at your council.

You might be able to see online, to see if planning permission was applied for. Of not the planning team will be able to tell you if they needed it.

They will have needed planning permission. Can you check on the planning portal whether they've applied for / been granted consent?
You should have been given the chance to object.

They really should have knocked that one back because of the overlooking / overbearing aspect.

Check the planning portal with your local council, if they applied for permission it should be there and you should have received notification. If there is no trace then contact the planning department and find out if they needed permission.

Have they put another floor on top of the garage and added the gable?

Or just added a gable? I am trying to figure out the 2 storey bit.

Are they intending it to be a small 2 storey house?

This happened near my mum's house, turned out that they didn't have planning permission (neighbour checked on council website), they had to apply for retrospective permission which wasn't granted and it was taken down. But, I think it was overlooking both a neighbour's garden AND meant the window directly faced into another neighbour's bedroom window quite closely (a weirdly laid out estate) and I believe it was the latter causing the privacy issue.
It's quick to check if they have permission and easily brought to council's attention if it hasn't been granted, so you've nothing to lose.

You can check if they got planning online. If not, report them.
