To report this man because of his driving?

I'm not usually one to complain - I'm definitely a live and let live type of person but on my way home from work today I was stuck behind a white van (council owned I believe, had a logo on etc) along the dual carriageway in the outside lane for around 15 miles I would say. He couldn't of been going any faster than 55mph.
Initially there was a car between the two of us but she moved back into the inside lane as she'd clearly become fed up. There was nothing in front of the van and he was not overtaking anyone so could of easily pulled in at any time.

I know I shouldn't have but eventually I did undertake him as I was fed up of waiting for him to move over. He was causing a huge tailback and once I'd done it so did most of the other cars as well. As I was passing him I decided to give him a beep just to make him aware of what he was causing and as I did I saw that he was on his mobile, talking on the phone. Even when I bibbed him he didn't notice or look over. Completely oblivious to what was going on around him. Even after I (and probably another 10 cars) had passed him he still hadn't moved over.

I drive every day for work and come across many idiots on the road, so things like this rarely bother me but he could of seriously caused an accident. 1, by driving so slowly, concentrating on his phone and not the road and 2, making other cars undertake him just to get passed.
I was going to report him to the police, but I'm not sure what good that would do and they probably have more important things to worry about any way. WIBU to contact the company? I have the reg number.

I'd complain to his employers. That was dangerous driving.

I thought so too @DroopyClematis. I'm more worried about him possibly losing his job (obviously I think that would be too harsh) if I complained but he definitely needs a warning and to be made aware

Report him, going too slow and causing an obstruction is just as dangerous as driving too fast. Especially the fact he was on his phone at the time too.

I'd complain definitely, dangerous driving, next time there could be an accident
