Dog running around children's play area

Was I unreasonable to report a man allowing his pit bull type dog to run around a kids play enclosure? He told us he wouldn't hurt us but does that make you anymore comfortable when a huge powerful dog runs up to you and jumps up you?
He had no control over the dog, no recall and no lead in sight. It's like the dog didn't even know the man he was just completely ignoring him.
Honestly I'm so shocked someone could be so irresponsible

Entitlement. The majority of people feel very entitled these days and that the rules don’t apply to them. There’s always a reason why people feel exempt. The vast majority of dog owners are right up there ….. Yes, there is the odd exception. I love dogs, was brought up with them and have had them most of my life until last ones died (old age) when kids were young and we felt we were too busy for training and attention required for new ones. But I have noticed an untoward trend in dog owners over my several decades. Now most are just entitled pricks who also don’t treat dogs like dogs but as people which messes the dogs up leading to anxiety and all sorts of issues which becomes everyone else’s problem.

Really bad social behaviour. I’ve a dog, and a child. Sometimes out walking on the lead I’ve been harassed by off lead dogs coming up to mine. Mine is an assistance dog for my child so you can imagine this is pretty disruptive and ultimately dangerous.

Luckily most people in life are considerate, caring and great. But this? Report it.

I am, I have some 20 stone plus 'roid head hulks working for me and they're terrified of me too😎.
On a more serious note, if it's me or mine or some entitled prick's fucking dog- the fucking dog is getting it everytime..

Same! If it's between me / my child and the dog, I don't care what I have to do to keep me or my child safe!
