To think you can't live out of a motorhome on a public road?

I've googled this, but it's not clear cut.
Friend lives on a main-ish road. Mix of houses, schools, shops etc.
Her neighbour has had family living on the road outside their house for the past 6 months.
They are parked up on the road in their motorhome with an electric hook up cable trailing across the pavement and through friends neighbours letterbox.
This wouldn't be so bad, but they are now taking over the pavement. Along with the trailing cable they have put a large door mat on the pavement, a set of steps and some days have a clothes airer out there right in the middle of the pavement.
They also have odds and ends that they leave by the front door, some days a washing basket, sometimes a few pots and pans.
They empty their toilet waste and dirty water tank in friends neighbours house.
Friends neighbour said that family sold their house and now live full time in their motorhome.
Is this legal? And who does she need to speak to if not?

Imagine if there were 4 or 5 caravans doing this. People get up in arms about travellers/gypsies!

I think the trailing cable is main issue here

Reminds me of a caravan that set up on a grass verge near here a few years ago. We drove past it once a week and each time there was more and more stuff with it. Last time I saw it he had a picket fence up to make a garden that was full of plant pots, a washing line tied to the telegraph pole, and 2 wheelie bins. Then one day, pooof!, he was gone, never to be seen again.
Traveller site has now been established nearby so I wonder if he was the vanguard.

There is someone near us living in a motorhome but it's in a layby on a country road so doesn't really bother anyone. Definitely no cables, waste or airers evident though.

Taking over the pavement is not on.
Apart from that, if they’re not actually inconveniencing you I’m not sure it would bother me that much.
I’ve often thought that about some traveller families, if they didn’t so often leave such a mess behind or cause issues with the locals no one would give a monkeys how they choose to live. I’m aware that this is not true of all traveller families and I have no problem with their chosen way of life as long as it doesn’t have a negative impact on the communities they live within.

I don't believe the council haven't been out yet. I know some people who lived in a motorhome and they would try this for a few days and the council were out quick sharp. They can't be forced to move immediately but they can serve them with a summons/fine. It's quite a strange thing to do. This particular family were not in poverty but didn't want the temporary accommodation offered by the council.

It's temporary isn;t it until we can go to Europe - I'd let them be.

They should be paying for campsites then!

Some people live in their cars. It's not uncommon in the US. I watch YouTube channels about it.

Seems plausible to me as it's one of my possible plans if I get to retire whilst I can still drive. Absolute cosmic joke to do it and then get caught out by a pandemic. I imagine paying for proper camp sites would get very pricy especially this year do don't blame them although it would be disconcerting to have it outside your house
