To apply for this job?

I'm nearly 30 and I am stuck on whether to apply for a potentially career changing job.

Currently I work in a public sector admin role on 19k with no real progression available. The work is ok but I don't have to really "think" I do have a degree however it has transpired to be pretty useless so this post would give me a good boost with regards to qualifications and prospects.

The role itself is a trainee role (probably aimed at new graduates but it doesn't specify this) starting at 24k for which the essential requirement is to have a degree however you will then go on to achieve a chartered qualification over 2/3 years. Once you have completed training your salary will be around 30-35k.

My partner and anticipate however that we would be starting a family somewhere within that timeframe.

So my question really is Am I being unreasonable/naive to even consider undertaking a more "committed" job which will greatly increase any future career prospects or should I just go for it...and worry about any change in personal circumstances later?

(Obviously I imagine there will be high competition and I'm unlikely to get it although maybe more varied work experience is advantageous over someone just out of uni?)

Go for it. Is it an accountant? I made similar switch, similar salaries when I was 32 and it turned out to be a great decision. By the time you decide to try for a baby it could take a while to conceive ,then another 9 months till the baby arrives. By which time you will be getting well through your exams. You can probably delay them if you haven't qualified when you go on maternity leave. May as well apply while you think about it and see if you get an interview. Good luck

Read Lean In by Sheryl Sandberg, or watch the ted talk she did.
Go for it!

Yes go for it. I recently made a move a bit like this. I would think experience will help.
