Who was in the wrong re bus situation

Buses round here are supposed to be 50% capacity, some people don't mind others sitting next to them and some do.
A man who looked around 80 was sat alone on the seat in front before. A guy in his 20s got on, bus was pretty busy and he asked if he could sit next to this older man, who said no.
For some reason the young guy seemed to take this personally.
He started telling 2 women opposite about how he had had both vaccines anyway And had tested negative that morning, and the older man said "you can still be a carrier".

The guy and these 2 women started saying "No you can't after 2 vaccines"
Then, the young guy went "Ooh, I better not touch that" referring to a railing next to the older man. Then saying "If you're so scared, why are you even on the bus?"
The three of them were laughing and the younger guy started saying "Is your journey even essential? MINE is because I'm working at bla bla bla" , the older guy said "Yes, I've been to a hospital appointment"
Then something about how there may be another lockdown, I just couldn't believe the behaviour of the 3 others and said to them that they should just respect his choice to sit alone instead of being rude to him.

Anyway the older man got off and they started laughing about how you "always get one" and stuff.

Couldn't believe how they acted, the older man may have felt vulnerable and if he doesn't want to sit next to anybody that's his choice, felt like they all ganged up on him.

The guy was an arse but the driver should have stopped him boarding the bus if it was over capacity. On our buses, I've seen the driver counting spaces and then driving past stops once it's up to capacity.
