To think there is a chance we would be able to go on holiday abroad from May

Basically had a holiday booked for last June which we agreed to change for this May at the time thinking all this should be a long distant memory. Anyway I was fully expecting it to be cancelled and have recently spoke to the airline who said if it goes against government advice we would receive a full refund.
Our holiday date is 17th May. The day international travel MAY be allowed. Airline has said at the moment there is a chance we will be allowed to fly. AIBU to think there is a chance the holiday will be able go ahead?

I think with quarantine changes, vaccine requirements and the schools going back so likely the four stage plan will change, I don’t think may is realistic.
