It means that her mental health is more likely to deteriorate as there is an increase in factors that will have a negative cause

I would agree with you op, they’re worried about her mh. I hope you’re both ok, hopefully it now means they’ll be monitoring her properly.

"Escalation of risk" means that the team have observed your daughters risk to be increasing e.g. moving from thinking about doing something dangerous to planning doing it, to acting on those plans. Something like that.

It absolutely means that they are more worried.

They take risk seriously in mental health, it's what most byraing and intervention surrounds.
This indicates that there's been a marked change and concerns will have been raised.

Out of context it's impossible to say what this will mean day to day or what it is in relation to specifically however in answer to your question then yes they are worried about her.
That doesn't mean anything negative, it'll mean further observations or intervention usually.
