Neighbours dog howls all day

We live in a small semi detached house. During summer our neighbours bought a puppy. It literally howls and barks all day long, audible over my headphones. We wfh and can’t escape the noise as there is nowhere to go!

As far as I know, they do a combination of wfh and in their office and I know the dog is still howling when they’re in, as I can hear them in the bathroom and the dog howling!

The neighbour on the other side of us (across the driveway) has been and complained to them but the girl just got very upset and slammed the door in her face so that seems pointless. What else can we do? It’s been howling since 8am and they are in, I can see them in their kitchen when I walked past this morning.

Report to the council noise department, poor doggy, does it go outside at all.

Report to the council. If the owners don't start training their pet now these little puppy howls will turn into big dog barks. Which is a whole new ball game (trust me, I am speaking from experience).

Get this nipped in the bud now.

Report to the council, they're fully aware it's happening and clearly not trying to change it so no point talking to them.

You can try telling you it’s disturbing you. (But I bet they know this!)
It’s a council noise issue. Keep records.
Someone will probably mention RSPCA at some point. They won’t be interested unfortunately.

Puppies/dogs bark/whine when they are bored/unstimulated or lonely.

Do the owners take it for walks or interact with it in any way?

How old is it? Some breeds are more 'barky' than others.

Inconvenience them.
Complain to them regularly and report to the council.

They sound like dicks I feel sorry for the puppy

It’s only about 9 months old if that, it was a tiny puppy in summer. I have seen them walking with it although not too often and I can’t stress enough how tiny our houses are; only a little yard out the front and no garden (which is also full of dog crap Hmm but that’s another story). It’s a springer spaniel so not a docile dog!

I didn’t want to get the council involved in case we decide to sell in the future but looks like it may be the only way.
