yabu - don't wave at strangers
yanbu - yes god damn it wave to the captain!

ps I've been waved to and I have waved. I am all for waving! I get sad if people don't wave back.

I would probably only wave to people on canal boats if they were waving at me first. Likewise with train drivers (since I became an adult). However, my present dog and the one I had before greatly enjoy(ed) going onto a nearby pedestrian railway bridge and looking over the small brick wall through the wire fence at the oncoming trains. A year or so ago, I was enabling my Staffie to prop herself on the wall to look at the train and I was very surprised to see the train driver waved to her. I suspect he thought she was a child in the brief look he had of her. I waved back on that occasion as was only polite.
