To report neighbours dog to the council?

It’s 0831 and the next door neighbours’ dog has been barking at the top of its voice since 0730. It’s locked in their kitchen walking in circles - I have no idea if they’re in or have gone away for the weekend or what. The dog barks ALL the time. I WFH at the moment and my colleagues have complained about the barking in meetings as they can hear it through the walls via Zoom.
I sent a message a while ago to say that the barking was really getting too much for us as I thought they might be out when it happens, but they are in and just seem to ignore it. Their reply just said they were aware of the barking (no shit, Sherlock!) and that they were “working on it”. It’s like they can’t hear it any more - we have no idea how they cope living with it as it is SO loud. They rarely seem to intervene to try and stop the barking - eg this morning the dog has been howling for an hour and we haven’t seen/heard any intervention.
WIBU to report to council? RSPCA?

Surely it's a noise nuisance op? I'd report to the council. It's torture when the neighbours are constantly noisey and don't seem to care!

Council for noise nuisance.

Start keeping a diary of when the barking happens, how long it lasts etc.

RSPCA won't be interested in a dog barking.

Repot to council. Rspca and police, if they've left it for the weekend it's illegal if he is circling that means he is stressed
He may need to toilet be hungry or anything. Please call someone to help him it breaks my heart 💔

Report it to the council , the RSPCA aren’t interested in barking dogs it’s not their area .

don't hold out on much from the council

after extensive 'diaries' we eventually got env health to install their listening devices to capture the barking and it was nowhere near the level required for court intervention. this was new build walls

rspca definitely werent interested either

@PolPotNoodle our kitchens both have windows facing each other and partially glass roofs so when I’m washing up I’m looking directly into their kitchen. I could see him walking in circles as he barked occasionally scraping the door.
It’s very distressing as the dog is clearly not being looked after Sad

Noise nuisance, keep recordings and a diary and give to the council. The noise nuisance team will get involved.

However apart from the one time you have mentioned it to them have you gone round to them to complain about the noise? They may be thinking it has got better and be oblivious to your issues. As they may put the dog in the kitchen when they go out and have no idea.
