NHS staff here. In the first peak, all surgery was cancelled except for urgent surgery (mainly life or limb saving).
This was because the theatre and recovery space was turned into overflow ICU, to cope, and theatre staff, including anaesthetists were redeployed. The theatre ventilators were used for ICU.
Despite this, we still ran out of ICU beds. It was horrific.
Some surgery continued, but was done at private hospitals, funded by the NHS.
This time, all elective surgery is planned to continue, but some will happen in private hospitals, funded by the NHS.
Surgery has not been cancelled without very good reason.
