Putting household rubbish in public bin?

I really don’t care- just curious if others do this.

I can see a small public rubbish bin on the road from my window. Everyday at around the same time a woman parks her car outside the bin and puts in a full carrier bag of rubbish. She then takes her dog for a walk nearby before returning to her car. She does the same thing everyday.

Is it possible she has no bin in her home?

Why would someone do this?

Is this a thing?

I can see why people might do this. There are not enough refuse collections in my area for general household rubbish which builds up over a fortnight. I have a family member who occasionally does it.

You can get fined for this in some local authorities- it’s treated as fly-tipping.

In my local authority we're moving to a 4 weekly collection of both recycling and household. I'll be doing what this woman is doing but I as I expect most of my neighbours doing similar, they'll likely remove the roadside bins.

I had a friend who was doing that - she had OCD and couldn't stand putting smelly food in her bin, she'd only put wrappings/general waste in her bin, she'd bag any food leftovers, fruit/veg pealing etc in a separate bag and was taking it to an park litter bin every evening.

She may be living in her car
many full-time motorhome dwellers have to use public bins as clearly do not have their own wheelie bin. The same would go for any vehicle dwellers

Maybe it is dog poo she is collectiing from her garden and doesnt want to put it in her own bins

I live in a flat that has 1 bin for 8 properties and it's usually full ,approximately 2 days after bin day.

It might just be a bag she keeps in her car for rubbish, my DP has one in his because he does a lot of driving for work so there's lunch wrappers, drinks bottles, sugar sachets, coffee cups etc. He could probably fill a couple of bags a week

The Council has removed a load of bins where Iive for exactly this reason. If you using all the recycling options, there shouldn't be the need or you can always take extra to the civic amenity site.

I do it sometimes. Especially in summer if I have something like a chicken carcass that will stink in the heat waiting two weeks for a collection. Maggots.are grim.

The public bins get emptied daily.

I rented a tiny house once that opened directly onto the pavement and had no attached land at all. I asked the council for a bin as there was none but they said they couldn't give it to me as I would have to keep it on the pavement (a few years after I left, I noticed new renters had managed to get 2 bins from the council). Anyway, I had to go round in the evenings putting my rubbish in public bins.

If she was litter picking she’d more likely do it while walking the dog and then dump it at the end of the walk not the beginning.

She might be on a 3 weekly bin collection and therefore dumping cat litter or nappies to avoid the smell or running out of space. That would be illegal, strictly speaking, but assuming the public bin isn’t left overflowing by her actions I don’t think you should shop her.
