Clearing out a council property

Hi, I'll try and keep this brief.

A family passed away earlier this year. They were only named tenant, having lived in property for 35yrs.
Partner of tenant not applicable to "take over" tenancy as property to big, understandable.

Partner was only over a "named occupant" and never on tenancy, lived in property with tenant for 12yrs

Partner now on housing list for smaller property

On speaking to council to ask how we need to leave the property, I am stunned to find we need to strip it back to bare bones, ie. remove all carpets and laminate flooring etc. Has to be back to concrete etc

My question is; as this person is not on the tenancy, are they legally required to bare any costs council could happen to charge should property not be left as clear as they want.

I hope I have been clear enough with my query :)

Well private tenants don't have a choice about what carpets they get so if council tenants ask council to get rid of the carpet they can just refuse

It does depend on the council. Ours will allow them to be left for the next tenants if they are in good condition and only after inspection.

Mil died last October and we were given five days to clear her council home. She had been a fully paid up tenant for 45 years ( no problems at all ) but they couldn't even come out to us to collect the keys or inspect it! My dh had to go on a special journey up to the offices in London to return the keys and pay £760 for a home clearance company to take all the things we didn't want. We cleaned it up and left it spotless.
Didn't hear another word from them at all , not even a quick thank you email or anything! They wouldn't let my dh in at first at the council offices and he had an appointment as well! They soon let him in once he showed them the keys!
You do the right things in life and still get treated like dirt it seems!

Sadly it’s the bare bones. Just like how they give you the property no flooring etc.

If they let it to you with carpet etc they become responsible for the upkeep or tenants trying their luck with it so they strip them bare.

With Councils being so short of funding, it is unbelievable that they want to waste money by insisting on tenants destroying good fixtures and fittings which will have to replaced. What about the environmental impact as well of so much unnecessary waste!

Mil had a brand new plain grey carpet fitted about 8 months before she died : the bedroom was empty and the carpet hadn't even been walked on. The old one had got wet because of a leak from the boiler.
All had to be skipped.
It isn't fair at all ; they should do the same as they do for private tenants and have an inventory of things that are left with photos taken etc. The new carpet would have been fine for the new council tenants but they said no , it had to go. Madness.
