Aibu to report neighbours barking dogs to council?

Moved into new place end of last year and found neighbours had dogs. Not a problem apart from the barking ranging between 6am and 7.30am and around 10.30pm for final walks of the day. This results in either me/partner being woken up in the morning or little one being woken when trying to sleep in the evening. All in all 13 instances recorded in the last 16 days.
Have kept a record ready to submit complaint to the council now as have tried talking to neighbours but just got the comments back that they can’t control barking, can’t train their dogs and the previous owner never complained so it isn’t a problem.
I’m at my wits end.

It sucks if the dog is actually waking you up. I would really hate that too.

I take my dog out for a last wee at night on the lead so she doesn't race around the garden, then after 8 in the morning she can go out free, but if she barks at any time of the day she gets brought straight back in. I don't think neighbours should have to listen to other people's dogs.

I don't know how effective EH will be though. I've found them useless with noisy neighbours. But it's worth reporting it to see if they will do something

Just to update although the neighbours were rude when I spoke to them the chat seems to have made a difference. I’ve heard the dogs barking indoors and quietening down prior to being let out for their morning pee and there hasn’t been any barking late at night. Couple of instances during the day but for a very very short period of time which I’m not bothered about.

Finger crossed we won’t revert...

YABU. All the council will do will sent a letter saying there has been a report and the reporter has been asked to keep a log. What you have in your log will not be enough to start a full nose complaint. Annoying as it maybe it, 10 minutes bursts of barking twice a day will not make the council do anything.

If it's after 7 in the morning and before 11 at night I don't think they'll do anything. I'm basing this on something I heard a few years ago though.
Next door have had a puppy for a week or so and it barks and wakes us up but we have a baby who probably wakes them up.
If you want total silence don't live near other people.
