Bike help!

Hello I have just bought a new bike for my son. İ out the handle pars on, seat done, front wheel on. İt turned up with this things not attached. No problem. However when you turn the pedals the wheel doesn't turn. Do i need to do something with the chain first? Or should it come fine and is broken? Worried now as i have no way if getting it anywhere to get it fixed if it is broken

İ might struggle with that he is tall for 7 years old. More like he is 9-10 and is quite heavy. Not fat just very tall and lanky. İ won't be able to catch him if he falls Grin he's quite nervous though. Been trying to get him to do it for ages. He wants to but is a very nervous kid. He says i can't do it before he has even sat on the bike. İ had him sit on it and I'm holding the bars pushing him forward and back with him peddling but he just can't balance. He leans to one side. He is in physio at the moment as he had a tumour removed from his femur last year but his balance isn't 100%
