How to put my name on CT bill?

My AIBU is why is there no way I can put my name on Council Tax Bill without the Rental Agreement?
I have lived with cousin and her husband for over 2 years. They rent from private landlord. Now I need proof of address in the shape of Council Tax Bill. Landlord is a bit of a c*, and every time we have made any contact with him, rent has gone up. My cousin has rental agreement until October and if I asked now to put my name on the Contract, the landlord will put the rent up again. I have no doubt about that and really do not want it to happen! Cousin and her husband will be moving out at the end of rental agreement, at which point I will take over the contract (if landlord will take me). He knows I live there already.
Is there any way I can put myself on the council tax bill?

If your name does not currently appear on the lease then you are not considered responsible for the Council Tax, would be considered a non liable resident and as such wouldnt appear on the bill.

The council could give you a non liable letter to confirm you are registered as staying there (if the liable person confirms this) but it may not be acceptable as ID if this is what you need it for.

I would go back to whoever needs the CTax Bill and tell them you're not currently responsible for the CTax and as such can't provide a bill and ask what else is acceptable.

You just phone your council and say you live there. They will probably send a form out to the address that you fill in and send back.
Unless things have majorly changed recently / or they do it differently in your area.

I don't think my council tax says who lives in the property, do different councils do it in different ways?

Just in terms of the proof of address you need, does the proof definitely have to be CT bill? Could you ask if docs like a bank statement would be an alternative acceptable proof of address? This is often accepted if you don’t have utility bills or CT bills in your name.

If you aren't the tenant you won't be on the CT bill. There is a "hierarchy of occupancy" which determines who is liable to pay the bill. So it's 1) resident owner, 2) resident tenant, 3) occupier. Being the liable party for Council Tax means being responsible to pay the bill.

Can't you prove your address by proving you are on the electoral register? Or some other bill or bank statement perhaps.
